EFSTN M&E Framework and Indicators Handover

The Ethiopian Agricultural Transformation Institute (ATI), serving as the Secretariat of the Ethiopian Food Systems Transformation and Nutrition (EFSTN), officially received the comprehensive Monitoring and Evaluation (M&E) framework and its associated indicators during the handover ceremony. The framework was designed and developed by the International Livestock Research Institute (ILRI)

During the official handover ceremony held on March 3, 2026, at ILRI’s Addis Ababa Campus, Dr. Namukolo Covic, ILRI Director General’s Representative and Head of the CGIAR Africa Liaison Office, emphasized the importance of a robust M&E framework to ensure a food system that delivers meaningful results and benefits every Ethiopian.

H.E. Mr. Tesfahun Gobezay, State Minister at the Government Communication Services, highlighted that Ethiopia is endowed with abundant natural resources, favorable weather conditions, and a productive young workforce. He stressed that achieving effective food systems transformation requires strong coordination and systems thinking across all institutions.

The main objective of the handover ceremony was to officially transfer stewardship of the EFSTN M&E framework and indicators to the Ethiopian Agricultural Transformation Institute (ATI) representing the 16 Inter-Ministerial Steering Committee on Food Systems Transformation and Nutrition.

On this important event, ILRI officially handed over the framework to Dr. Mandefro Nigussie, CEO of ATI and the EFSTN Secretariat, in the presence of the Guest of Honor H.E. Mr. Tesfahun.

As digitalization is essential to ensure the effectiveness of the Monitoring and Evaluation (M&E) framework, GAIN Ethiopia has taken the lead in designing and developing a national Food Systems Transformation Dashboard.

Eventually, Dr. Mandefro expressed appreciation to all partners involved in developing the framework and noted that significant work remains to fully realize food systems transformation through coordinated and systematic approaches. He called upon development partners, government institutions, and experts to build on the current momentum to achieve better results and ensure access to safe, nutritious, and high-quality food for all.

The draft framework underwent multiple technical reviews and consultations before being nationally validated and endorsed by the Inter-Ministerial Steering Committee on Food Systems Transformation and Nutrition.
